The only way I can get the Interactive Legends portion of Master Template to load in Archicad 13 is to load the 12 library, not 13 library. Also, none of the independent labels load. If I load the 13 library, get dots all over the place; same with the 12 migration library.

I spent last weekend making the 12.1 Template mine...am I going to have to do the same thing in 13? The windows would be especially difficult...so too. the doors.

Got any suggestions?

Yes, you are right in noting that the Interactive Legends for ArchiCAD 12 (AMT 12 and AMT 12.1) do not immediately switch over to use the new ArchiCAD 13 Library. I spent many hours switching them over in preparation for releasing AMT 13 (which will be coming very soon).

I suggest you take the new AMT 13 Legends (just released - see UPDATE below) and selectively copy and paste them into your customized template. Anything you placed yourself you will have to update to the AC13 Library yourself.
To update these elements, or anything in an ArchiCAD 12 project after moving it to ArchiCAD 13, you'll need to load BOTH the ArchiCAD 13 Library and the ArchiCAD 12 Migration Library (which is installed in the ArchiCAD 13 folder automatically). Then you won't have any missing library parts (dots).

Some elements will automatically find their corresponding parts in the AC13 Library. For those that don't (Graphisoft made the new part with a different ID because it had new features or programming), you'll have to select it and open up the settings, then manually switch the element to the corresponding part in the AC13 Library.

In most cases, getting the element to look the same after switching to a new part can be simplified with the parameter transfer method. Hold down ALT-CTRL or OPT-CMD keys to get the syringe, BEFORE and DURING clicking to select the new library part. This will transfer all the matching parameters to the new part, so it stays the same size, materials, options, etc.

In a few cases, the new part will not work properly with parameter transfer, and it's best then to simply switch to the new part in the object settings dialog (or door settings or window settings) without parameter transfer, then manually switch any parameters from their default values to the desired ones.

This took me many hours in preparing AMT13. Take advantage of whatever you can from my work, and do what you need for your own legend.

I hope this gives you an understanding of the situation and how to deal with it.

UPDATE: As of October 11, the U.S. version of AMT 13 is now available.

We are in the process of revamping the support forum to use a new server. We are emailing download links for AMT 13 upon request for qualified purchasers within the one year upgrade period. Beverly has already received the upgrade, and I will send Maroon the info this weekend.
